Having trouble with Google Ads Offline Conversions

I’m attempting to create an offline conversion action for a clients Google Ads account. However, when I configure the action I’m unable to select a conversion action and I’m given an error message saying No options are available. 

Has anyone else dealt with this issue in the past? Any help would be appreciated.
