You do not need a specific plan to use the Youtube Zapier app: https://zapier.com/apps/youtube/integrations for uploading videos.

When I try to upload a short video to You tube even with a free trial Premium account on zapier, there appear an advertisment - ‘’
('Due to spam, YouTube video uploads are limited for non-paying accounts.', None) ``.

That sounds like an error youtube is returning.. not necessarily an issue with your Zapier plan..
Do I need special account permissions in YouTube to use YouTube with Zapier?
- For personal accounts: you don't need any special permissions.
- For accounts using YouTube Studio Content Manager: you need to be a channel owner.
- For Brand accounts: you need to be a channel owner or manager.
