Help with a Zap for CINC

I have a lead gen flow from FB to CINC. 

 

I need a way to tag re-engaged leads in CINC, I thought awhile ago they had a look up lead and then I could drive it down an either or path.  That doesn't seem to be the case, so I set up a zap to update a lead with a label 1st and then create the new lead.

 

Well, It did both functions, If the lead wasn’t found it skipped that step, went to the 3rd step and went back to the second step.  This ended up sending them into 2 different campaigns within CINC.

 

If anyone has any suggestions, it would be greatly appreciated.

[ADVANCED] If CINC has an API, it might have endpoints that can be used to GET (aka find/search) for Leads using a Webhook step.
